Is this helmet for kids

It fit the child I gave it to fine - he loved it. A child's cranium is almost fully developed at a very young age, say 5 or older. My brother was only 9 years old when he bought an actual WW1 French helmet and it fit him fine also - He wore it to play army all the time. Back then they were cheap - not any more, so this is the affordable way to get close to realistic.

How is the sizing? Will it fit an adult male?

I think it fit small to medium adult head size.

Will this fit over steele pot helmet?

It comes with a Helmet but yes the camouflage cover should fit over almost any helmet
