Could be for either, but likely for a woman. Smells really good, maybe too sweet for a man.

I want a vanilla scent without a sweet sugary smell. Is this the one?

This has a very sweet smell in my opinion but sweet like a pure vanilla. Every now and then I'll forget I'm wearing it and think that someone is baking! I love it though.

Is this a straight vanilla scent or are there other notes in it?

I don't believe it is a pure vanilla scent but it does smell like vanilla, maybe like a vanilla sugar cookie. But still vanilla, it smells good but use it sparingly.

Does this bottle have a dropper in the cap?

No. But it is very thick and doesn't pour easily. I haven't found the lack of dropper to be a problem. And it smells divine.
