I picked up a 1-3/16" hole saw (stepped retainer area 1-3/16" diameter), pushed right into plastic bumper (about hitch level). I used clear general purpose RTV sealer to keep from moving or rotating. Ran Curt harness thru tire well to outside of frame, cut groove into plug then sprayed rubber undercoating for water tight seal.
