Will an ac adapter with input 100-240 v with 0.6 a max and output of 12v - 2a be enough for this psu? or do i need a bigger external supply?

2 amps at 12 volts is only 24 watts of power. That is quite low for a PC. It's enough to turn it on (the PSU) but it probably won't be able to power anything. The maximum power this DC PSU can deliver is 300w which equates to about 25 amps at 12 volts (i.e. a 12v 25a adaptor). Figure out the max power draw of your components (CPU, GPU, HDDs, etc), add them up, add some breathing room; that's gonna tell you what sort of an AC adaptor you'd need (and/or maybe make you realise 300w is not enough)

Can this support 19v input? From something like the Dell 450 power supply

I've just used a 24v external DC power supply that was previously running a mini 100w amplifier. Seems ok as it is just drawing the power it needs.
