I’ve put this on my natural nails as just a clear, shiny top coat and within hours, it’s bubbled up and chipped off! What am I doing wrong?

I used to have the same problem, but with base coat followed by enamel and top coats. Make sure that your nails are clean and VERY dry before applying, not just towel-dried. (Wait a few [3-5?] minutes after washing and drying your hands before applying.)

This base coat is not drying at all on my nails did I receive a bad batch perhaps?

Never had a problem with it, but a bad batch is always possible. First, though, make sure your nails are free of any kind of acetone/remover or oils on the surface. I usually run an alcohol wipe over my nails after I remove the polish but before I apply base coat. That insures that the nail is super-dry. Also cuts down on yellowing of the nails. If you've used one of those all-in-one buffer/polisher things until your nail surface is glass-like, then sometimes the polish can't adhere properly. Do a light buff to "rough up" the surface a little. Then the polish will adhere better, and thus dry better. Finally, sometimes polish won't dry well in high humidity. On days like that, give the polish another minute or two to dry. I have a setting on my AC to de-humidify. On days with high humidity, I engage it about half an hour before I want to do my nails, and keep it on until I'm done. Seems to help.

Does this dry with a white or clear matte finish

It’s has a matte look but it’s subtle. It goes on like it could be white but it’s clear - not a glossy look. It’s been a very good base coat! Sometimes I don’t get to my color and it can almost pass for a color!
