Can lock it in a certain position or keep rocking?

It cannot be locked. The movement does not bother me. I thought it would. I can hold my feet still in whatever position I desire. If you want a foot rest that does not move at all then this one is not for you.

Can you easily adjust height w/just your feet?

No, there is one setting. I am very petite and it works great for me with just the one setting I chose. I like the rocking motion for when I need to move and stretch my feet.

The diagram shows that the width is 18" - however the foot pad appears to extend further in the picture. What is the widest distance?
