Can this be used to protect a watercolor painting?

Because of the paper used in watercolors ANY type of liquid sealant is going to alter the look of the painting somewhat. Some people don't mind that, for others it ruins the painting. I would never seal a valuable water color painting. matt clear will not protect the painting from UV. Use UV glass to protect this painting; it can be purchased in matt.

Would this product work good on acrylic art

Yes. I hav used it on a painting that was acrylic.

Can this be used over water based paints, such as latex or acrylic?

I've had good luck using it over water based paint of all types. But with enamel paints if the matt clear is sprayed heavy, it can crinkle the enamel. Light coats in different directions is the right technique.

Do you think this would work for a dashboard of a car? Mine often gets melty or shiny from the sun

To the previous answer-er, I think he was saying his dashboard pre-spray-of-any-kind is shiny/melty from the sun- perhaps the plastic his dashboard is made of is behaving strangely in the heat, which is odd. But his wording didn't imply that he already had used this spray. His wording was in question form. As in "should I do this?"
