I have a 12 foot aluminum boat will this motor push around this boat

I have a 12' Valco Aluminum boat and it pushes it around pretty good in the 5th forward speed.  Prob got up to 5 or 6 mph.  I never did it for very long though so not sure how long the battery would last doing that all day.  Goes pretty slow until you kick it into the 5th gear and then you feel a nice push.  Also have not tried it into any kind of head wind or current.

I want to know the horsepower of the Newport Vessels 55 Pound Thrust 8 Electric Trolling Motor to see if it is allowed in the lake I want to us it in?

In the product description it says Power - 55lb Thrust (0.83HP Equivalent) so it is less than 1 horse power. I use the 55 pound thrust version on a 16ft canoe with  fishing gear battery etc totaling 220lbs plus my fat butt of 260 and have had one other person weighing in at 300lbs  totaling  780lbs and this motor in top speed (5) does the job with ease nicely, even in high winds. As for using it on a lake that depends on if you are in America, the state you are in and what the state and local laws are on lakes. My state requires the boat to be registered if using a gas or electric motor.
