There are 2 almost elliptical slots that narrow. Put the prongs of the starter in the larger end and twist towards the smaller end until they lock.

Can this be used for LED tube lights

NO, this starters can not be used with LED. LEDs generally do not need starters. The so called "LED starters" are there only to bypass the power if you retrofit LED tubes in to older fittings ( inside of them is only wire or fuse )

Darkness no more.

Old lamp stopped working, my folks assumed it was the tube, replaced that it wasn’t. I then told them to get some starters. The old tube didn’t work but the new tube does. So all good.
