Can this mouse be used for the Sims 3 at all?

Dear friend, the mouse functions reference and color changing light is useful only for sims 4 When used with sims 3 only works as mouse, it lights up but does not change color as sims 4.

Are the programmable buttons on the side able to be set for controlling the speed of the game?

Yes! The configuration available for the mouse is amazing. You can have it set up to use certain settings in different programs. I have mine to automatically switch to "sims mode" when I start up Sims 4 (which includes speed buttons on the mouse itself).

Can anyone tell me how to use the mouse? I could not find any instructions on how to program it. Please Help!!!!

Should have had instruction pamphlet within the box.You can go to www.steelseries.com/engine to program the mouse.

Does this need a mouse pad to work?

technically no. but mouse's work better if you use a mouse pad. I haven't recently used it without a mouse pad, but I preferably would use a mouse pad.
