I'm doing makeup where my top lip will be black and my bottom will be white/nude. Will this keep the colors from rubbing off on each other?

I bought this product to keep my red lipstick in place...it doesn't work AT ALL.

Why did this tingle like a lip plumper?  It didn't mention anything about that...or should that not happen?

why does it peel off?

If the sealer is peeling right away then perhaps you have put too much on? The sealer does not work well with any type of lip gloss and will dissolve/ crack and peel immediately.

If it’s holding and then peeling it may be part of the very long answer below.

I’m not a chemist, but the ingredients in the sealer have some properties that “bind” and some that “disintegrate”. My guess is that over time the combination of ingredients from a lipstick (which normally have waxes and/or oils in them along with pigments and binders) and the ingredients in the sealer cause the sealer to begin to peel. There are two main ingredients that help this sealer “seal” - Ethylcellulose and Carboxymethylcellulose (along with the other ingredients). I believe these two ingredients break down and cause the peeling as their main purpose in many industries is to bind and make a coating (although Carboxymethylcellulose is actually an ingredient used in pharmaceuticals to help a tablet break down or disintegrate.

Long answer, and maybe someone else has more information, but I think it’s the combination of waxes, perhaps saliva and/or water (if you’re drinking a beverage) and of course friction and heat from your body/lips which might all contribute to the peeling.
