They can pop. They are not indestructible but they are super strong compared to regular bubbles.

How do I get this out of my hair?

Oh man! Adhesive remover (skin safe pads can be found at local pharmacies), WD40 works if you can handle the smell, Acetone (nail polish remover), vegetables oil may work as well.. After using either mentioned... Use warm water and a wash cloth to gently separate and pull from the hair. Then wash hair with traditional shampoo. Hope that helps. It works with clothing as well.

Once popped, can you reuse it again?

If you can spread it out over the tube (my 8 year old son), you can reuse what you just popped. But it's pretty thin and will pop easier compare to the first blow. Hope this helps.
