Are these foam dispenser bottles, and are they reusable?

Yes they are reuseable. Unscrew the white pump at the top and use a fork handle, a toothpick or something else narrow and blunt to push the inner back down to the bottom and your'e good to refill it. I've bought loads of these recently to fill with home made hand sanitiser and they're brilliant.
