Does this have what i need to safely clean my active emg pickups?

Depends on what you mean by cleaning. If you are just talking about the pickup cover you just need to wipe with a damp cloth (rubbing alcohol). If it’s something spilled in the pickup it would need disassembled and cleaned with alcohol and qtip.

Will this cleaning kit work for a spruce top guitar?

As long as it's not bare wood, It will work on any guitar.

Would this be ok to use on a guitar with silver leaf maple neck and semi-gloss finished body?

Everything seems pretty mild i don't think you would have a problem using this product
