No, it's just a molle drop leg platform to attach pouches or holsters to. You'll need to buy whatever holster you'd need separately

Q: What size are the leg straps

Don't know the answer in cm's etc but easily goes around my leg im 6' 2" and 17 stone so not chicken legs. Hope this helps.

Can’t see why not if you tightened it enough, the top strap wouldn’t reach your belt anymore though

The leg straps are elasticated which is why I purchased this particular product, and my 13 year son has used it with no problems and feel this would be fine.
