Can it be charged plugging into car cigarette lighter?

Yes. It uses an android charger. We use it to camp and that's how we charge ours, with a cigarette lighter charger.

How is the light performance at night? i have a similar one, it's dim

It has 3 settings, i set it to the brightest and it lit up my path for my last camping trip, this lantern with fan works pefect for my 2 person tent.

How long does it take to fully charge?

Not sure exactly because we were camping, so some of the charging was with a car charger, and some at an actual 110 outlet. It charged faster on the outlet than the car charger.
