Will they survive in out door small fountain in hot weather?

Probably not. The hot weather could wilt them fast

can i get these shipped to me in the winter without them dying?

Yes. They shouldn’t die at all in the mail they’re packaged really well. Just make sure you rinse with warm water to get rid of any first or bugs that could be on them since they are live plants. Once they are rinsed just place them in your tank away from the filter and they should be perfectly fine
