**Q: A) how is this connected in a regular rv black/grey/fresh situation?
b) can this be used with any"seelevel" circuit panels outside the tanks?**
A: This takes resistive tank sender (2 wire) and outputs VE Can into other Victron or VE Can devices.  I am using this for one of the water tanks on my boat that has a KUS sensor into the Cerbo that is the central unit for the boat reporting out.  I do not know anything about seelevel panels.
