If source is higher elevation than hose outlet (50' away 5/8" hose - 1' elev drop), will pump revert to siphon after starting the flow?

Yes it will act as a siphon but at a very reduced flow rate. The distance between the pump housing and impeller is very narrow. Flow from source to output through the pump is reduced to a trickled.

Suggestions for an external water pump to pull water out of a rain barrel and push it through an uphill seep irrigation system?

This “pump” is not suitable to push water and provide head pressure for a irrigation system. Small plastic housing and impeller with only a 1/4” steel shaft, where a electric or cordless drill is used to power it. I have used both a 110 & 220 volt submersible pump for rain water catch and irrigation, both of these coupled to a 1” water pipe

Can you use this to descale a tankless water heater?

No. This might only work to drain a tank or system where gravity is not an option.
