Can it be programmed to control other than volume on PC?

Yes!And meny more options. I used for video editing

If somebody cant tell me how to reprogram this thing I am sending it back.

You didn't really say what you want to make it do, so it's hard to help you. The device simulates a keyboard. It simulates key presses of the media keys present on some keyboards and most laptops (whether you have them on your keyboard or not). When turned it simulates the volume media keys, and when pressed it simulates the mute toggle media key. Unless you have media keys disabled somehow, it should just work on most computers for its intended purpose. If you're trying to do something else with it you'll have to have software that either captures those simulated keypresses and performs whatever action you're looking at, or something at the OS level to remap the keys its sending. If you're on windows you might take a look at autohotkey. There are lots of ways to do it on Linux, but it really depends what you're trying to do and what flavor of Linux you're running. Good luck.

Is there an addon for the top so I can use my fiingertip to spin the knob?

Yes, you can use fiingertip to spin the volume control knob
