How is this usable if ledger passwords are up to 7 words? I believe you only use 4 letters per word with the Billfodl wallet?

It provides 24 words and thereoff you only need to know the first 4 letters. The total list size of words that can are used within the list are 2048. The first four letters are the only relevant ones that you need to remember as it populates the rest from what is remaining and it therefore will be a unique word for the 2048.

does this product create a risk also, in that if someone finds and steals it they can instantly access your secret keys? Or can only owner open?

Yes unless you use a padlock, which will grant you a small barrier of extra protection (obviously a padlock can be removed) If this was your only backup and it was stolen, you'd be screwed.
