Is it double sided, sticky on both sides?

Hello, The flashlight tape is only sticky on one side.

Is this tape flexible? For use on the bottom of a window in the corners?

The tape is flexible but can be tricky to work with. It tends to wrinkle or lump in the corners. I have switched to Zip System flashing tape, it tends to be more flexible and seals the corners better.

Is backing paper split so can peel off only a portion at a time?

No it is not split but in my opinion its not difficult to peel backing off even with gloves on
