Will this hold a 4x3 badge? What is the size?

It holds a credit card size badge. I currently have my work ID (size of a credit card), my door key (size of a credit card, but thicker) and a card that comes with it so the pieces fit snug and won’t fall out. About 2 1/4 x 3 1/2.

Could I store business cards in it?

Yes you could put several types of cards in it. I have my building access card, my id, my credit card in mine. So a few business cards shouldn't be a problem but the are smaller. Could be a little difficult to get them out of the holder but you could probably figure that out.

will a badge scanner read badge?

Yes! I have two proximity badges. I can read both by flipping sides without removing any of the IDs.
