Why isn't this device double insulated or gounded?

The heater is already insulated from the base. If you deem it necessary, a lug can be added under one of the legs & use an ac cord with a ground lead.

Is there a good way to clean the plate? Got some flux burned on mine and haven't been able to clean it with anything I have.
