No, you cannot refill the water. It’s very pretty and sparkly.

There is not a timer, only an on and off switch.

The top star broke off and some of the liquid leeked out. Can it be topped off with vegetable glycerin?

Mine broke as well and I used water. It does work at all still once it breaks off.
