It can be open or closed.But I had to have a plant caddy immediately to fill my planter with dirt, a plant and then water it.I'll just have to be careful not to over water, until I can order the correct model.then this model will become my spare.It is rated for almost 600 pounds, by my large planters are only 200 pounds.It has 8 sturdy wheels.This 20" caddy is metal and does not crack like previous plastic caddies I have purchased over the years.
