I had a locking wheel lug that was so tight it broke every key I tried to remove it with. The lug nut lock did have a spinning ring that prevented anyone from simply using a stripped nut remover. What I did was remove the spinning ring by cutting it off with a drill and some chiseling. Once I got that off I was able use a stripped bolt remover on the remaining lug.
