What do you mean "100% of beans do not sprout"?? then you say they can be sprouted. i'm confused!

They can be sprouted, based on how good you are at sprouting it can vary from 40-90%. Yes not all of them sprout, some beans are split, maybe 1of1000

Do these contain soy and can you use these mung beans for your face mask

Mung beans are nothing to do with soy.

I buy from Indian stores for 5 bucks is 15 dollars worth it?

Definitely NOT! If you use them for sprouting anyway, They are completely unusable for that purpose. About 2/3 of them float and won't sprout!
