Just about any hose will give off a smell / taste and some foam or bubbles when they are new.. Yes it should go away.. let it run before you use it the first few times you use it

is this safe to use for a beverage dispenser?

I wouldn't recommend it. It's intended for irrigation/ponds/aquariums, not food related things and I don't think it has any certification that it's safe for food. Essentially is just a giant roll of the silicone tubing you can get at Home Depot, but at a much better price.
