Will this remove light scratches on a smartphone?

It’s recommended for that, yes. But follow directions as to which to use 1st, 2nd and 3rd. Videos are helpful.

Does it work on eye glass frames?

I wouldn't try it. Just use dish soap and water.

Will it work on a car windshield?

Yes, it works on glass and plexiglass…head and tail light covers too.
