how do I clean/sanitize this product

You cannot clean them, besides picking off the contaminants. They are made of grasses and cardboard so they are biodegradable. My hamster tends to not soil them because her cage is the recommended minimum size of 850sq inches. Although I know some hamsters are messier than others.

Should I freeze it before placing in enclosure?

No freezing needed. Hopefully this is for a dwarf hamster not a Syrian. This only fits a dwarf hamster. This is made out of cardboard and some dried flowers.
