why is my power supply chirping and not outputting a steady 12v or 24v

Hi Scifideity, Mean Well power supplies have a safety feature called hiccup mode. You enter this mode when there is not enough load or too much of it. does this power supply out 12V @ 3.7A on 1 channel while also outputting 24V @3.7A on another channel at the same time?

The short answer is yes. This is a switch mode supply, so at minimum, it requires a load on the 12v channel for the supply to run within spec. Additionally, each output can work within its current range but total power cannot exceed rated output power. In other words, the 24V channel is 88.8 watts max and the 12v is 44.4 max (=133.2) and this supply is rated combined at 125 watts.

Unit has +12vdc on v1 and - on com 1, 1 amp, also has +24vdc on v2 and - on com 2, 1.3 amps. i get on/off oscillation on the 24vdc channel 0 on 12vdc

The oscillation you speak of is the unit in "hiccup" mode, either a no load or too much load condition on channel 1. In other words, the primary output needs a load on it for the second channel to operate.
