Am 5,1 and am going to use this hoodie for a cosplay that is a boy so if I get a small and wash it’s will it still be baggy or do I need a medium

I have about 30 of these hoodies. They don’t shrink unless you wash them several times in super hot water. Then maybe. I would get an xsmall or small. Depends on weight also.

On my screen, the "Kelly green" looks turquoise. How would you describe it?

It is straight Kelly Green/Irish Green. It's NOT turquoise - don't believe the reviews that say the color looks like the picture. I made that mistake, and it's going back!
