Once on the bulb the marker won't budge for me to tighten.** A: Mine is like that as well,but my car was in a accident before I got it so the bumper fitting wasnt properly on. **Q: Are these markers legal in Virginia?** A: Does the assembly have a DOT mark on it? If so, then yes, it's legal so long as you install amber bulbs. If there's no DOT mark on it, then technically no, it's not legal.
