Yes it does come with a dial type humidistat it works well with my system

How much will it boost the humidity?

If your furnace runs a lot it should add as much as you want. My house is pretty efficient so I have to go the the larger nozzle. If you know your run time there is a chart in the manual under manufactures web site that says how much it will add based on water pressure and run time. Basically around 3/4 gal per run hour of your furnace while its heating.

What water do I connect to, hot or cold?

Cold water with a water filter.

Can I use this unit to maintain humidity during the summer when we run only the a/c?

In summer time you dont need to humidity the air. Please check the humidity records in your area. Most people use dehumidifier to remove humidity from air.
