Can you install the lights after the model has been built?

Yes it tells you to complete it then ad lights.

Does this include chassis lights?

It doesn’t have any specifically for the chassis, but the interior light is quite bright and does shine down through the chassis. You could even mount it differently to the guide to get a different effect. There might be some other kits available if you’re after something just for that area, and you could probably wire it in to the same module that comes with this kit.

Once put on the car it looked great but instructions were a bit complicated to follow as the pictures to thread all the wires were not of good quality. But if you persevere it will be worth it. Having a remote for the lights is also a benefit.
