Would this apply to a painted Bathroom wall?

It should stick to anything, but it really is a pain to apply, you have to cut some bits out to match the pattern pefectly, but you can just butt them up next to each other, but it doesn't look good. To be honest I would look for a different soloution. I purchased one packet and ended up throwing them in the bin.
