Does this have a charger?

From my own experience, I bought 2 of these units and put both of them thru their paces and they both passed without issues. That said, I used fresh alkaline batteries and after hours of use (about the equivalent of at least 8 full CDs) on both players, neither one drained the batteries and today, still power up and play just fine. (I used Rayovac) Just saying...

what size batteries does this take?

It takes AA batteries, but I do not recommend it because mine didn't work properly.

No does not return to where it left off - but otherwise great player!
