You can use Philips Automations to change to a different color at different times of the day, they also have hue labs which are a next level of automation, you can also use third party apps for automations.

Not exactly, no. The thing you need is a Sync Box. Once you have that, you can add RGB lights. The lights by themselves won't do what you're asking.
