is this toy 3 or 4 inch in diamiter?

It's 4 inches. I have 15 ferrets and two of these tubes. It's the 2nd set in 8 years and they love them. It gives them lots of playtime and exercise!

Can i put 2 tubes together?

I use small binder clips and they work great. The connectors to the ball pit also connect these when needed

Would this work for rats?

If rats enjoy tunnels, then I am sure it would work.

Is it possible for ferrets to claw or chew through? mine will get holes in garbage bags, so I keep him away from them.

Yes it's most definitely possible for them to chew and or claw through but it's much tougher than a garbage bag it will take a lot of clawing as far as chewing not so much but there is metal in it which may prevent them from chewing on it.
