Does this come assembled as photo or is assembly required? Are the wheels retractable? Do the flaps, hatch, etc. open and close or are they fixed?

The Hasegawa Kit comes requiring assembly and painting. There are no "working parts" ... when assembled, the wheels are fixed. Some features, such as the canopy, lift engine intake can be assembled in the open position but will be fixed. Hope this helps

Can the flaps, slats and control surfaces be assembled in different positions?

The Slats, flaps, and rudders can be assembled offset. But if I remember correctly, not the horizontal stabs.
