Is this a colored hair powder?

It's more like a hairspray/dry shampoo mixture... definitely not a powder. I am 28 and get greys in my bangs (whyyy) and use a tiny spray or two of this and it covers/blends perfectly. It was introduced to me by my hairdresser. Just be careful not to use too much or it will feel like a hairspray.

Does it contain ammonia or peroxide?

I used dark brown shade. As per product website, it doesn't contain ammonia or peroxide.

Does this have keratin fibers like toppix?

Haven't used Salon brand for a very long time. I am using Style Edit Root Concealer Spray Medium Brown. I have very dark hair and this color works well on me. I read ingredients and I do not see keratin fibers listed. Hope this helps.

I’m concerned that this will ruin my hi lites if the spray misses my roots????

I don't think that will be a problem; it hasn't been for me. This spray is the best one I've found for being precise; it doesn't miss if you aim it right at the root and hold it fairly close. Practice spraying a bit on the underside of a piece of hair and you'll see.
