The smaller one may, but this one is going to be a very tight fit if it does at all. Fits nicely in the overhead compartment.

It is 22" x 13" x 9.5". When expanded, it reaches 22" x 13" x 11". Not sure it can pass as a personal item, as it may not fit under the seat in front of you, specially if it is fully loaded (although it does pass as carry-on).
