Is this a permanent bar tape?

It's just tape to hold the handlebar wrap into place. Works good and no you can't reuse it. There's more tape than you would ever need. Good stuff

Could this be used to protect a folding bike from rubbing damage when bike is folded?

It may be able to be used for that. It’s made to terminate the handle grip wrap on your handlebars. It does adhere to itself as you wrap it around and if you wrapped around the frame to protect a spot where it rubs on itself it would probably work.

How thick is this tape?

Wrapped on the bar, it's about as thick as the last bar tape I used, maybe 1/2 mm or less. It starts out a little thicker but it stretches readily when wrapped.
