Will this work with apple cinema display model a1316 27" from ~2010 and usb c from 2019 macbook pro? three other cables have failed to work

Yes, it will work, but please make sure you will use the extra mini dp to mini dp cable to connect our adapter and display, not a thunderbolt cable. Both 2 cable look like same.

Does this cable adapter support data transfer (as a standard Thunderbolt cable would) or is it only for video?

I was hoping to use this to connect an older Mac (Thunderbolt 1) to a newer Mac (USB-C) in Target Disk mode. If this can't be used w/ a hard drive, that suggests that this won't work for my purpose either.
