Item arrived with Prop65 contains Lead sticker, what part of this may contain lead?

The PROP65 regulation is worded extremely vaguely and requires a warning to be placed on any product that could cause cancer or reproductive harm. California has decided to take the most expansive position on PROP65 that they can and requires a PROP65 label if an item contains any chemical for which there is any evidence that the chemical can cause cancer or reproductive harm regardless of how much of that chemical is required to do that.
The problem with this is that nearly every chemical will cause cancer or reproductive harm at sufficiently high concentrations, so practically every item made from chemicals needs a PROP65 warning.
Except, that is, for items made purely out of a single type of atom. But anything made from a single type of atom can also cause cancer in sufficiently high concentrations - not just scary atoms like Lead, but atoms you would not think were very scary like Carbon. Because of this, anything that contains pure carbon also needs a PROP65warning.
To further put it in perspective, according to the State of California, everything with Testosterone in it can cause cancer and requires a PROP65 warning.
The state does maintain a huge list for which a PROP65 warning is mandatory. But just because something isn't on that list doesn't mean that it does not need a PROP65warning, so most companies have decided to put one on any product sold in California rather than deal with the risk of not putting one on. So, your food grade silicone, and most items with a PROP65 warning on it, is usually completely safe.

Two pics of item not same. One is rubber handle w/mostly steel base for bristles. Other entirely rubber—at least entirely black.. Which is correct?

Mine looks just like the photo to the left.  Long black rubber handle, steel base with bristles.  It is perfect for
my pizza stone.  NOT barbecues as some folks have tried.

Does anyone use something else that works just as well--a brush or tool that one probably has in the house already, or something cheaper?

Not yet. I found this one to easily catch on fire if you try to use it to get burning debris out off the pizza stone while the oven is flaming on. I think this item a waste of money.
