Is this product something that works only when its on. Like a foundation or eyeshadow. Or does it also repair the skin from underneath? Like an oil?

I use this product as a facial toner before I put on any make up. It soothes and calms my skin.

where is it made in? Japan or korean

This is a Japanese product whose parent company is Proctor and Gamble. Their website info states that product is from Japan but does not really give info on where each product is produced. All of my SK-II products state "Made in Japan" on the product label.

Best way to apply this? I don't want to waste it on a cotton ball but if I pour it in my hand it absorbs into my hands

I gently dab it on with my fingertips (after I wash my hands of course). At this price point, I definitely don't want to waste a single drop left in a cotton pad😁
