Can this take an 18v input?

tested with a 15v source safe. general 15-34 should be safe, it's a wide input range.. it's a step down so as long as the supply is about 30% higher in voltage there should be no prob assuming the current is available from your source.

I have 24v ryobi lithium that I want to use as a power bank for charging devices. Will this work if I wire 12volt usb plugs coming out?

USB is 5 volt , not 12 volt , you would run the 24 battery into the input side of the regulator ,and 5 volts out , goes to the positive and negative charging wires , I would recommend getting a USB charger jack can be mounted to something
