Well the only thing lining the inside is plaster, so if x-ray can see through plaster then no this will not pass customs.

Yes, it has the weight of a full soda can.

Its about 2" diameter inside and about 3" in height.

Does the scent stay locked in?

I did not smell anything. It is well made and most of the internal surface is covered so I think smells are limited, if any.
