Can this be used on a handsonic hpd-20 ?

It sure looks like it. The recommended stand for the HPD-20 is the Roland PDS-10, which is the same stand for the SPD-30 (Ocatapad). So, since both have the same mounting footprint, I am confident that the APC-33 will work with the HPD-20.

What is the maximum diameter it can attach to?

It can attached to all cymbal stand diameters. I don't think it would be able to attach to a drum rack tube.
